Individual job steps can not be disabled or enabled.
You can run sp_update_jobstep on the step preceeding the one you want disabled and change its @on_success_action and or @on_success_step_id...

The distribution agent (and all replication agents) runs as an agent job. If you have sql mail configured, set the job to notify you on failure....
