I have a comparison chart of Enterproise and Standard edition which also says that the number of instances supported are 50 and 16 respectively. 🙂

Yes. while sending mail, you can store sent datetime and To address in database or log it in a text file using variables used for these field values.

In stored proc we place the Go only at the end of the procedure.
Go marks the end of batch and sends the part from last started transaction point upto this...

Are you on production server?
Else you can delete the log files as these files do generally take a huge space over the period of time.
