The article seems incomplete and it is not a 'Best Practice' ariticle also. There are lot of gaps in the informations.

Shut down the server again and restart everything in proper sequence. Most likely the problem will go.

CAUSE
Because the computer is a stand-alone computer, the NetLogon service does not start on the server, hence no domain-wide logon authentications...
