This worked for me too.

Initially SQL Browser account running under local service. Changed service account for SQL browser to Local System.

env:

Analysis service: SSAS 2008 R2 Developer Edition

OS: Windows...

you need to give in double qutes(") the pacakge location

for example:

-f "C:\users\demo\SSISTest\Package.dtsx"
