Looks like corrupt system files for me.
You might want to run the setup.exe for SQL 2012 and try to repair the instance.

I think, TempDB checkpointing occurs at 70%.
You can also try manually running the Checkpoint several times on TempDB and see if that helps.
If it still doesnt help, I suppose...

My Suggestion would be to use Table Partitioning instead of new DB creation every year.

For Altering Database Properties, I reckon you would require a Server level ALTER privileges.
Being DB_Owner would not be sufficient.

I would recommend LiteSpeed for SQL Server for Backup and Recovery.
Tried and Tested to be one of the Best. 🙂

One other option which I had used was -
1. Perform Backups (Weekly Full, Daily Differential, 4-hourly Log)
2. Write a script that runs every 4 hours (30 minutes after Log Backups)...
