I'm assuming that You're running SQL2000 Enterprise. In that case, you need SQL SP2 to get it working properly on a cluster.
Also, MS doesn't officially support SQLMail...

Yes. From my understanding, only the source needs to be the Enterprise version. The monitor server and destination can be the normal SQL Server Edition.
