You need to installl SP2 first as cc compliance requires SP2 and isn't sufficiently intelligent to identify SP3 as its sucessro. After you've enable cc compliance you can install SP3.

Are you running with the latest service pack? There was an issue with database contexts in maintenance plans prior to SP2. This might also be related.
