Actually, after plugging these two solutions into the actual database that have proper indexes, the optimization goes the other direction. 44% for arjun solution and 56% for ramesh solution....

You could try using the Microsoft Network Monitor to check if the connections are being opened from SQL, if traffic is getting out and not getting back, etc.
