I bumped up the memory and I also enabled Resource...

I just bumped up the MAX memory and enabled Resource Governor and its working fine now.

Resource Governor is not enabled.

My bad. I thought it was resolved but no.

I was able to restart the service but everytime I try to run a simple query. it gives me an error:

insufficient system...

Yes, restore the qa db from a production backup. Create a script that does that, including all the appropriate "WITH MOVE ... TO ..., MOVE ... TO ..."...
