Do you get the error when you execute the package in BIDS or with DTExec?

Can you connect to source and destination in BIDS/SSDT?
Are you running 32 bit or 64 bit SQL Server? If 64 bit, have you installed 32 and/or 64 bit Oracle Client?

How do you configure the account? You must use the SQL Server Configuration Manager.

In SSMS right click the database -> Reports -> Schema Changes History

Start/stop/restart requires membership in the sysadmin or serveradmin fixed server roles.

In Management Studio:
Right click on the database -> Tasks -> Backup...
Make your choices in the Back Up Database dialog box
Instead of clicking OK to start the back up, click in...

I usually use UltraEdit for it's ability to automatically reload the file on change.
Notepad++ can also reload files on change: File Status Auto-Detection

You can still install local help files with Microsoft Help Viewer.

You need to download and install 64 bit Access (Office) ODBC drivers separately. I don't have a link to a download page, but you can search for it.

Open the properties of the first job.
Select the Steps page.
Click New to add a step containing the second job.
