Tempdb can't be backed up. If you want to move it, you'll need to run an ALTER DATABASE statement, with a MODIFY FILE clause.

Have you tried using isql.exe from a command prompt? If this tool is available you could run the procedures from there.

You don't need to copy the sp_helpdb procedure.
