Restarting sql services will resolve the issue. But you need to find out, why it went change pending state.

There is nothing like that. You can go ahead and schedule log backup on principle. Your issue will be resolved.

When was the sql Restarted last time?

Why can't u backup log and then shrink it?

Low space issue is always a problem. Better re-configure the log shipping by moving files on diff drive/mount points with sufficient space.

sp_trace_create @TraceID output, 2, @path, @maxfilesize, @Datetime

the second parameter in the "sp_trace_create" must be 2 to enable rollover.
