The data collector is running continuously and it is being uploaded to the monitoring server every 15 minutes.

I was able to identify the issue and replication is now running.

Actually let's simplify it why does the following work when run through query analyzer even when there are failures but stops on the first failure when run as a job.

None of the scheduled jobs on the server ran, even though SQL Agent was running. Even if I tried to manually run the jobs it didn't work.
