As a workaround first disable clustered index and constraint on your table,

then add one new column and enable identity insert with primary key on it, then try to re-publish...

Try giving permission of your SQL service startup Account in Lock pages in memory.

To find Lock Pages in Memory

goto cmd type ->secpol.msc

Expand Security Settings, and then expand Local Policies....
