You could develop a custom restore procedure that scripts out existing permissions into a table in database like MSDB and then at the end of restore, trigger a SQL agent...

Database mirroring, log shipping are two options.
Cloud is another option.

It seems apart from trace/extended events, there is no way to get the starting time for a specific SQL statement within stored procedure.

It seems I picked up a wrong plan for the e-mail attachment. I tried re-creating the issue but surprisingly, it is not reproducible now.
