Thanks for the reply i was aware of the insert you suggested but my req. is to pass both the filelds in the same insert statement. 

insert #ip (ip,name) select @ip,...

although sp_linkpublication is not clearly or upfront mentioned in any of the docs for immediately updating subscriber. But please go ahead and use sp_linkpublication at all the subscribers,will help you.

Microsoft confirmed that SP3 has a new logread.exe and a modified system SP that handles the numbers.
