do you have integration services installed on your machine? this just happend to me where I was trying to run an SSIS package without installing integration services.

I am not sure about any 3rd party tools but we use the built in RSEXECUTIONLOG db/admin reports for monitoring the executions.

check if the SMTP server and unattended execution accounts are set properly using the reporting services configuration tool.

actually the issue was with corrupted installation of IIS and ASP.NET.
What I did to resolve this was Uninstall IIS, ASP.NET from windows then uninstall sql server. reinstall in the same...

as you said the server has 16gb of ram and if /awe and /pae are enabled in boot.ini then did you check if "lockpagesinmemory" setting granted for the service account...
