I believe that step is not failing even if the file is not there, i have came across times when the steps should fail but instead they complete without doing...

Do one thing, go to 'Job System' tab in SQL server agent properties.
In 'Non-sysadmin job step proxy account' uncheck the checkbox if its checked and click on 'Reset proxy account'...
