I was able to make this work after clearing the cache and also making sure that the report manager browser window was closed.

any suggestions on how to move dts packages from server a to server b where server a and b are totally disconnected from each other?

I had tried isql, didn't work... was just going to experiment with osql.. and it works! Thanks! I think that's what I'll use.
