Things to check when slow.
Check ping times between your host machine and your vpn and/or work ip address. 200ms+ is probably slow. This may be related to your providers network....

I would think your restore times have more to do with I/O than with memory. Are the disks you are restoring to the same as the other server with 4...

I think he is adding a additonal column in for the devlopers to use. I would say probably what you are looking for would be transactional replication.
