For the beginning maybe you should check what is hapenning with that process.
You have plenty of solutions for that (activity monitor,DMV,etc.).
My advice:

Problem was resolved. Only thing that we did was that we wait rollback/rollfoward process to finish 🙂

You don't need to reorganize and rebuild indexes in one maintenance plan (remove reorganize).
If you perform rebuild then you don't need to update statistics because rebuild also update statistics....

Optimizer will decide when to update statistics (seek operation good example)

Auto update statistics fire when collumn change 10% of rows on tables larger then app 500 rows.
Is it possible in your situation?

Yes it is possible that hardware be the reason for different execution plan (parralelism is good example)
My opinion is that optimizer decide on different plan because he need to spill...

No it is not possible.
SPID 23 (background process) is blocked by -3 process. I don't know what is -3 but I know that 23 is trying to recover one...
