the example you give 'b7a83d8-e6d7-415f-9664-056e2ea7ea0b' isn't a valid GUID - the first part before the first hyphen needs to have 8 characters

I'm pretty sure that binary collations are case sensitive so @cmd is not the same as @CMD.
Change one or the other and try again.

BOL is stating the requirements for install
Whereas the MS link is stating the features and limits
I would be more likely to believe the 3Gb limit
