So it looks like the double hop problem is Kerberos related.
SSRS is configured to use NTLM.
Changing browsers does not make a difference. Only difference is that Chrome uses stored credentials...

So we don't have a need for a load balancer and being a non-profit, won't likely get to spend that kind of money.
