This morning I rebooted the server and re ran the job and It completed fine
I am hoping the reboot takes care of the problem.

I also noticed that if I create an ODBC connection from any other machine, server or workstation it connects fine using the encrpytion

By the way.  If i could just uncheck the Use strong encryption It would work fine
