I would have thought that anyone who has ever tried to do transaction log dumps of the msdb database would have run into this problem. I know that I have.

The question didn't ask about 'suser_name', it asked about 'suser_sname'. Try this function and you will get the results described in the answer.

Even if there is no data in the tables, you cannot "truncate" if there is a foreign key relationship in place.
