If you have a dedicated physical server, then the licensing is tied to the number of cores.
You can have multiple licenses on the server, from many reasons. You should... -

I'd restrict his access to the databases too. I won't allow him to view the tables/objects of all databases, but only to those specified.

Actually the limitation of the columns in ORDER BY is 8060, in the case when all columns would be byte-size 1 Byte
