I've used Toad for DB2 (z/OS) utility to generate test data for the mainframe so I would assume they have one for SQL Server but I don't know for sure....

I've learned to avoid them over the years particularly the more complex the database is. I've seen them used by developers to 'fix' what are essentially design/security/management flaws....
