Are you getting any errors on any of the agents ?

Couldn't you make the FKs, NOT FOR REPLICATION...this would control data entered locally but not hinder the replicated data

So your FK constraints are failing the inserts and therefore rolling back the insert on the publisher.
Have you though of making your FKs on the subscriber NOT FOR REPLICATION?

Can't you correct the records and replicate the changes.
Or can't you stop the distribution and delete the commands from the distribution database ?

Hmmmmm....
