If not how did you discover the replication has...

Couldn't you make the FKs, NOT FOR REPLICATION...this would control data entered locally but not hinder the replicated data

So your FK constraints are failing the inserts and therefore rolling back the insert on the publisher.

Have you though of making your FKs on the subscriber NOT FOR REPLICATION?

Can you try 'pinging' or using Tracert to see what sort of times (in ms) you are getting?
