    I was having the same problem.  This may occur on a machine that has OR had VMWare Horizon View Client.
    In
    HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Kernel\ObUnsecureGlobalNames
    add

    netfxcustomperfcounters.1.0

    to whatever else...
