No. If you stop and start the sql service, the system doesn't treat that as an unexpected stop so those settings do not take effect.

Is SQL3 just reading data, no updates?
If so, I wouldn't use Merge (as you say, there's alot of overhead, the Merge advantage from my experience is managing changes...
