Ok folks I got it fixed.

I formatted the entire Machine and re-installed the OS and the SQL Server Developers edition and now it works.

I did step by step

1. Services.msc

2. Searched by (MSSQLSERVER) Not there

3. Entered in the Server field "." No Connection

4. I even entered "127.0.0.1 (The Local IP address)...
