Was this database created fresh? Or was it detached/attached or backed up / restored.

MikeyMikey brought up a good point. However, if that was the case Windows would only see one CPU as well.

Ok guys. I have a few SQL2000 servers with DUAL CPUs, none of them give me the issues discussed above.
Here is the configuration I have on EM.

exec sp_msforeachtable " sp_changeobjectowner @objname= , @newowner='dbo' "
This one has saved me a ton of time. It will do the whole DB at once.
