I finally got this to work using this syntax:

EmpEmail comes from the dataset the table is based on.
ReportInfo comes from another dataset set used in the report.
I tried your suggestion of:
mailto:Fields!EmpEmail.Value?subject=Fields!ReportInfo.Value
