I did see some stuff mentioned about AV but I couldn't see this being the case on the server in question.

It remains unexplained and truly irritating 🙁

I had the same problem with SQL2000 the other day. None of our DTS would run, or batch files, or Database Maintenance Plans... pretty much anything that shelled...
