First that the login you're using has access to the C drive on the testserver. I'd then also check that xp_cmdshell was enabled.

Best depends on your environment and requirements.
Log shipping does stay locked in read only, which has some pretty big dissadvantages among them is often getting good query execution plans....

You should be able to pass a filename variable to a stored procedure that uses xp_cmdshell and a set of dos commands or powershell similar to this.
