they are SQL Logins or windows logins?
If windows logins, you can add them to a group and give granular permission into the database

I have never heard of 90 days eval version of SQL.
Anyways, You can contact Microsoft and purchase licence of Enterprise/Standard Edition.

1. it does not need reboot.
