I think that we need to realize is that it is indeed a valid and telling scenario. If I erase a single record in a 5 9's database:

Can you believe it, this is the first DRY cursor example I have ever seen. Repeating all of the parameters in the canonical dual FETCH statements was driving me nuts...

RAND() in T-SQL works exactly the same way as RAND() in any computer language.... one row or value at a time.
