Is the user specifying the correct password? Did you reset his password and tell him to use the new one?

EDIT: Nevermind, after re-reading I'm not sure what the problem is. Maybe someone else does or there could be a problem with your disk, or something?

When I created the login in sql server for the snapshot agent to login with I didn't give that login any additional permission...
