yes you can,
we use MSDE as the subscriber and full SQL2000 as the publisher/Distributor
im not sure about MSDE as a publisher though, im sure someone else could answer this...

Why dont you use Agent to schedule and create the jobs??
I think you can get the TSQL for the jobs through this way, eg looking at properties of jobs...
