Does the Cognos catalog is using your Login Id?. The error message clearly says that the Login doesn't have access to the Database.

Ther server where it ran with out any problem is due to quoted_identifier is set off.
Run SET QUOTED_IDENTIFIER OFF before running your query.

The DB will not be in recovery state even though if you restart the services.
