I will not use 'forceplan'. Will work with just the covering index.

Yes, after using 'with index', the optimizer still did not use the forced index.
The tables contain around 30,000 rows.
No, did not use 'set forcedplan'. Will try that.

Won't memory be an issue since RETURN TABLE means all that data returned is cached, since the table itself is created in memory?
