Ok. According to the link, It looks like I have to uninstall SQL 2000 Personal Edition and install SQL 2000 Developer Edition right?

There is no doubt that Replication maybe a better solution. WHich Replication model to choose is another question!
Merge would work howvere, Merge Replication is complex and most likely an overkill...
