Thank you for the suggestion, but both return: "Incorrect syntax near 'kw'.", pointing to the line with the CONTAINS keyword.
I haven't been able to create a join using CONTAINS.

SOUNDEX of course is far from exact - Joe Smith will match Jose Smithers, etc.

The OFAC data is imported from the XML file the USTD provides to its own database (multiple tables). The import program drops/recreates the tables each time.

The intent is to prevent it - otherwise, it would cause a recursive loop and prevents our reports from running. That is also why I must include the 'upstream'.
