Not do able without some customer coding or by using data driven subscriptions available in the Enterprise version of SSRS.

Parameter Question. a parameter does not have to apply to any tablix in a report, so you could have parameter 1 filter only tablix 1, and then parameter 2...

The reports XML is saved in the ReportServer database (unless you named it otherwise). The funny thing is I am unsure where in the documentation it specifies this, however...

You probably want to do multiple parameter drop downs going from higher levels to filter the next parameter. For example, parameters one says to select from the 1st letter...
