After fiddling around a bit...this is what's happening.
When the restore runs, it inserts an entry into the msdb.dbo.backupset table about the backup...
Is this normal?

Short of scripting it all out, no. When you restore over an existing database it's completely replaced.

Yes, and as I mentioned earlier, there may be cases where it doesn't work because TempDB is not designed to always be recoverable.
