Hello,Im Almost certain, that you need to use ArcSDE to make Sql / Oracle talk to ArcGIS Server.
Meaning SDE is some cloud Between the DBMS and Sql Server

Sql server surface configuration ---> surface area configuration for features --->select Database mail ---> enable database mail store procedures
This will enable database mail.
