My preference is to make the end date 'midnight on the day after the final day of the period' and then use < in any comparisons.

We use ManageEngine's ServiceDesk Plus; however there are other tools that rock. Sysaid is one. OTRS is free and has a good ITSM module.

SQLSentry Plan Explorer Pro already does this. You have to have a pro edition license though
