I got it done.. It was a mess....
The tempdb DB was in the wrong place... I used the -f parameter and started the system. I used...

Ok...
I start the system with -m and -T3608. I'm able to restore master file from the other server. I logon Query Analyzer and execute
sp_detach_db 'model'
sp_attach_db 'model','D:\SQLDATA\MSSQL\Data\model.mdf','D:\SQLDATA\MSSQL\Data\modellog.ldf'

I think you are correct!!! The web application will not restart/recover once the cluster fails over.

It is part of DB Maintenance Wizard... I don't know the DBCC command it is using.. I will check the logs and find out...
