I'm sorry to say I never found a solution to this. As far as I can tell RS for SQL 2000 can't do this. Maybe it's available in SQL2005?

Report parameter, default value, non-queried, called @START:
=IIF(DATEPART("d",today()) >= "10",DateSerial(Year(today()), Month(today()), 1) ,DateSerial(Year(today()), Month(now)-1, 1))
And query parameter of Date <= @START.
Works a treat.
