Thanks everyone for all the help. That was definitely the problem (untrusted) in our database. The script generator was just putting the database to the state that it was in....

Fragmentation is not that massive of a concern, but rebuilding indexes also removes the half-full pages that you tend to get as a result of page...

Thanks guys for the clarification. I got confused with another problem that was happening. You are in fact correct (i tested it). NOLOCK/READ Uncommited will still work with snapshot isolation...
